America needs a layered solution to avoid the fiscal "cliff", get out of debt, and then move forward; layered in approach, and layered in timing.

We must seperate the issues. 1st things 1st. America must get out of debt, and the best way out is to raise taxes on the top 2%, extend tax cuts for the Middle and lower classes ( #My2k ), because unlike the Top 2%, who can CHOOSE and afford to save their money rather than spend it, the Middle Class/Lower Classes HAVE to spend more than save, which will stimulate the economy. But, that cut must be then reflected in spending. In other words, the tax cuts must come out of money that would have been spent on the lower classes through government programs. They are getting it upfront.  Finally, other spending must be streamlined. Get rid of the fat. Revenue can also be raised by raising the 15% rate on interest earnings, though not too much as to not scare away investors.  In addition to all, all must understand, in the current conflict and war filled world, it is not wise to cut military spending, but we can make sure its budget is as efficient as possible.

Republicans listen clearly. All of the above is in order to reduce the deficeit, only. After we lower the debt, then we can discuss changes and reforming the entire economic system; its budget, spending, and how it generates revenue, which is clearly broken.  Flat tax or close to it, and other just measures that will keep America in the black, and be fair toward all, including the rich should be worked on now, and a deal can be struck to have it implemented when the debt is at a certain point. But this means spending has to be kept under wraps now.
